What do the Chinese use to encourage paying taxes? What form does it take?

North Americans have had an interesting authority relationship between the individual and our bosses, both private and public. There is nothing more visible to the world than how we collect and pay our taxes.

Your Business Professor was touring a large Chinese university. (Goodness, every Chinese university is large.) Anyway, I was intrigued to learn about China’s interest in American marketing. American ideals. American riches. The American source of riches:

Wal-Mart, Narnia, Corvettes and The United States of America Internal Revenue Service.

The IRS. China uses the IRS Form 1040 as …inspiration.

For Heaven’s sake.

China’s leadership looks to the American model of tax collection as the enlightened path to good government funding. China looks in amazement at the American population compliance to the tax code. Like population control. With clean compliance.

Where does this come from?

The USA culture has a respectful relationship between the individual and those in positions of responsibility. As Paul in Romans 13:1 writes, Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God…

The Middle Kingdom doesn’t need to look halfway around the world for a taxing template. Hong Kong would be a terrific start: an effective rate of 15%. And no capital gains tax. Publisher and Capitalist Steve Forbes would be pleased if the US of A were more like this part of China. Compliance anywhere is easy when the cost of tax payment is less than the costs of tax evasion.

But this is depressing. Americans could be, well, more revolting.
